First, I'm not a lawyer nor an expert. However, I can understand your concerns about IMBRA. I never will make a statement about IMBRA as fact and always advise you to consult a lawyer who specializes in this law.
With that said, I do not mind offering my opinion. A little common sense and reading the instructions for I-129F goes a long way.
The following info is from I-129F as of Sep 2007. As you read this, I can not guarantee it is up to date. If you want to be certain you have the most update form and instructions, visit the USCIS website: http://www.uscis.gov/portal/site/uscis
Question 19 asks:

Before you answer the above, you should read the instructions which says:

I highlighted the red above for a purpose. Do you pay a membership fee at Filipina Eyes? By answering that question and reading the instructions for I-129F, you should be able to answer your own question about filling out question #19 of the I-129F. However, recommend you consult a lawyer if you are not certain.

The question about background forms is an area that I'm no expert in either. If you are a webmaster of a paid IMBRA site, recommend you consult a lawyer that specializes in IMBRA.

I realize that most of you are frustrated with some of the paperwork requirements involved with getting your lady to the U.S. I'm not going to stand on a pedestal and say that it is easy and you have nothing to worry about. I will say for myself I would do it all over again to find someone as special as Eileen. For yourself, I can not instill the character or will it takes for finding the love of your life. Each individual is different, but those who have the character to go through the government red tape are usually men that have the same character to be great husbands. Granted, there are always a few bad apples -- but those bad apples are usually far less then domestic courtships that require a judge and paperwork that can be processed with little cost, effort or time.
IMBRA requires paid U.S. international dating sites to have their members fill out a background form. Since Filipina Eyes is not a paid membership site, members do not have to fill out the form. Even without this form, government background checks, the numerous government paperwork and the cost involved isn't usually something a pre-meditated rapist wants to go through to abuse their victims.
It is much easier for a rapist to meet a local lady through a domestic dating site that is exempted from IMBRA.
Tell me, which scenario is a rapist more likely to take advantage of:
a. Meeting a local lady through a domestic dating site that requires NO background check, no visa paperwork, no requirement to have to fly to the ladies country, no photo requirement for visa, no requirement to fill out tons of paperwork or processing cost for that paperwork.
OR
b. Meeting a lady that requires you to do all of the above at a substantial expense (look at the cost of the airline ticket alone) that may live hundreds if not thousands of miles from you.
Yet, most domestic dating sites are exempted from IMBRA. A rapist could join today at little to no cost and meet a lady in the town he lives without any background requirements or concerns about any pre-requisite check on his personal history (as if he would tell the truth if he was required to fill out a form).
Even with domestic sites, the question is -- should the government be sticking their nose into our personal lives or should each individual start taking responsibility for their own actions?
If you don't want to meet a person through a domestic dating site or an international dating site and think it is dangerous, than DON'T join.
